What you need to know

  • Public sector labor unions in Utah want lawmakers to either repeal the law that bans collective bargaining or let it stand until voters can weigh in in the November 2026 general election, but Utah lawmakers are rumored to be considering a special session in September to "tweak" the law. Implementation of the law was paused earlier this year after the Protect Utah Workers coalition turned in more than 320,000 signatures, more than doubling the number of signatures needed to put a referendum on the ballot.

Sutherland releases new report on construction workforce shortages

Today, Sutherland Institute released a new research publication on the state of the construction workforce shortage and how policymakers, industry leaders, and educators can work together to address it. Publication findings include data that Utah’s overall workforce shortage is greater than the national average, with only about 72 workers per 100 available jobs as of May 2025, and this shortage acutely impacts construction and the skilled trades.
